| GPS and 'Selective Availability': What's the Story? On March 29, 1996, the White House National Security Council Office of Science and Technology Policy announced: "It is our intention to discontinue the use of GPS Selective Availability (SA) within a decade in a manner that allows adequate time and resources for our military forces to prepare fully for operations without SA." Well, it's finally happened. This means that the encryption has been turned off, and unencrypted GPS is available to all. The U.S. Coast Guard has posted the President's statement and a Fact Sheet. Mr. Boating Guy, I know this is a dumb question, but what is an "anchor light"? Is it the back white light? The anchor light is the white light that shows through 360 degrees. On a small runabout it may be on a pole at the transom. On a larger boat it may be mounted on top of the arch or some other position so it may be seen from any angle.
